Introduction & Historical Evolution
The university’s comprehensive services include the president’s office (called the dean’s office during the college-era) undertaking the comprehensive manuscript review, compilations of the general university-wide work plan, university (academic) affair meetings, administrative meetings, contacting and handling common business between units, and manage the president’s and the dean’s assigned tasks. Following Article 8 of the Organizational Regulations, only one secretary shall be appointed during the period of the Three-Year College Degree Program. On December 1st, 1969, the Office of Secretariat was formally established to meet the needs of the university development.

In 1980, Tamkang was restructured into a university, the affairs of the Office of the Secretariat expanded, and the Chief Secretary was also renamed to the Secretary-General. During this period, the secretariat actively promoted the planning of the organizational system and divided the secretariat into a Documents Section, a Confidential Section, a Deliberative Section, a Graduate Employment Counseling Section, and a Regulatory Review Committee. In 1987, the office location moved from the city area (now called Taipei Campus) to the main campus (now called Tamsui Campus). From February 1st to March 31st of the same year, the Documents Section changed affiliation to the Office of General Affairs, and affiliation was restored to the Office of the Secretariat on April 1st. The Alumni Liaison Group was added in affiliation with the Office of Secretariat in 1994.
In the 1995 academic year, aligning with the implementation of the new university law, Tamkang’s "Organizational Regulations" were revised, the Office of the Secretariat was renamed the Secretary Office with no separation of sections, and the Documents Section changed affiliation to the Office of General Affairs. The Alumni Liaison Group and the Graduate Employment Counseling Group were affiliated to the University Development Office, and the Secretary-General was renamed to the Chief Secretary.
In the 2011 academic year, in conjunction with the university's organizational adjustment, the name of the Secretary Office was changed back to the Office of the Secretariat, the Documents Section changed affiliation back to the Office of the Secretariat, and the Chief Secretary was again renamed to the Secretary-General. The secretariat is an administrative first-level unit directly under the president.
In the 2019 academic year, coordinated with the organizational consolidation, revisions were made to the University’s "Organizational Regulations," and Tamkang Times was reorganized into the Office of the Secretariat. At present, 28 full-time personnel reside within the establishment, serving in the Board of Trustees, President's Office, Vice-President's Office, and the Office of the Secretariat.
